DESCRIPTION:Lake Chad Region Recovery and Development Project –\nPROLAC – LCBC Project\nOverview\nThe Lake Chad Region Recovery and Development Project (PROLAC) is a regional initiative funded by the World Bank through the International Development Association (IDA)\, aimed at supporting the recovery and resilience of communities in the Lake Chad Basin. The project is implemented by the Lake Chad Basin Commission (LCBC) alongside national governments of Cameroon\, Chad\, and Niger. \nObjective\nTo contribute to the recovery of the Lake Chad Region by supporting regional coordination and crisis monitoring\, improving connectivity\, and strengthening agricultural livelihoods in selected provinces of Cameroon\, Chad\, and Niger. \n  \nLCBC-Executed Component\nComponent 1: Regional Lake Chad Knowledge and Monitoring Platform and Secretariat for the Development of the Lake Chad Region\nBudget: US$5 million (LCBC share) \nObjective: To reinforce regional dialogue\, data monitoring and dissemination\, citizen engagement\, and social cohesion through the establishment of a regional knowledge and monitoring platform. \nKey Activities:\n\nEstablishment of the LCBC PROLAC Project Implementation Unit (PIU):\n\nCoordinates regional dialogue and development vision.\nFacilitates knowledge creation and dissemination.\nOrganizes learning and monitoring workshops.\n\n\nDevelopment of the Knowledge and Monitoring Platform:\n\nWeb-hosted platform integrating spatial and temporal datasets.\nCollaboration with academic and research institutions.\nCapacity building in data collection and geospatial analysis.\n\n\nAnnual International Forum on the Development of the Lake Chad Region:\n\nHigh-level event bringing together stakeholders from member states\, development partners\, and local authorities.\nPlatform for reporting\, harmonizing strategies\, and planning new initiatives.\n\n\nSupport to the Regional Coordination Committee (RCC):\n\nProvides oversight and strategic guidance.\nPrepares joint action plans and statements.\n\n\n\nExpected Results:\n \n\nOperational regional knowledge platform.\nIncreased access to development data.\nStrengthened regional cooperation and policy harmonization.\nEnhanced capacity of LCBC as a regional coordination body.\n\nCross-Cutting Themes\n\nGender Inclusion: Ensuring 50% participation of women in project activities and decision-making bodies.\nYouth Engagement: Targeted support for youth through training and employment opportunities.\nClimate Resilience: Integration of climate-smart practices and data into planning and implementation.\n\nAlignment with Strategic Frameworks\n\nRegional Strategy for Stabilization\, Recovery and Resilience (RSS)\nWorld Bank’s Strategy for Fragility\, Conflict\, and Violence (2020–2025)\nCountry Partnership Frameworks (CPF) for Cameroon\, Chad\, and Niger\n\nContact\nImplementing Agency: Lake Chad Basin Commission (LCBC) \nLocation: N’Djamena\, Chad \nEmail: PROLAC-CBLT@cblt.org \nCoordinator: Alio Abdoulaye
