Background Summary
The Lake Chad Basin Commission (LCBC), created in 1964 by Cameroon, Niger, Nigeria, and Chad, plays a central role in managing shared water resources, promoting regional integration, and supporting peace and development across the Lake Chad region. Over the past decade, the Basin has faced severe instability driven by Boko Haram violence, resulting in major humanitarian, economic, and security challenges. In response, LCBC Member States supported by the African Union and partners developed the Regional Strategy for Stabilization, Recovery and Resilience (RS-SRR) in 2018, later revised and adopted as RS-SRR 2.0 in February 2025. This updated framework strengthens coordinated interventions for stabilization, socio‑economic recovery, and long‑term resilience.
The strategy highlights the vital role of Civil Society Organizations (CSOs) as community-level actors essential for dialogue, service delivery, and local governance. To enhance CSO participation, LCBC established a Regional CSO Platform; however, differing national legal and institutional frameworks across the Basin affect CSO effectiveness.
A comparative analytical study is therefore required to assess these frameworks, identify challenges and opportunities, and support improved coordination, policy reforms, and capacity-building efforts that will empower CSOs to effectively contribute to RS‑SRR 2.0 implementation and regional stabilization initiatives.
