FINAL COMMUNIQUE
Under the Chairmanship of H.E. MUHAMMADU BUHARI, GCFR, President of the Federal Republic of Nigeria and Chairman of the Summit of Heads of State and Government of the Lake Chad Basin Commission (LCBC), the 16th Summit of Heads of State and Government of LCBC Member States was held on 29 November 2022 at the State House, Abuja – Nigeria.

Also in attendance were members of Government and various personalities of the Republic of Nigeria, Ambassadors accredited to Nigeria, Representatives of International and Sub-Regional Organisations and Representatives of LCBC Development Partners.
Seven (7) remarks were delivered during the opening ceremony:
- Welcome remarks by Amb. MAMMAN NUHU, Executive Secretary of the Lake Chad Basin Commission (LCBC), Head of Mission of the Multinational Joint Task Force (MNJTF),
- Remarks by Engr. SULEIMAN H. ADAMU, FNSE, FAEng. Federal Minister of Water Resources, First Commissioner of Nigeria to LCBC and Current Chairman of the Council of Ministers,
- Opening address by H.E. MUHAMMAD BUHARI GCFR, President of the Federal Republic of Nigeria, Current Chairman of the Summit of Heads of State and Government,
- Remarks by Mr JOSEPH BETI ASSOMO, Minister Delegate at the Presidency in charge of Defence of Cameroon,
- Remarks by H.E. MAHAMAT IDRISS DEBY ITNO, President of the Transition, Head of State of Chad,
- Remarks by H.E. MOHAMED YOUNIS MENFI, President of the Libyan Presidential Council of Libya, and
- Remarks by H.E. Prof. FAUSTIN ARCHANGE TOUADERA, President of the Republic, Head of State of the Central African Republic (CAR).
Two (2) reports were presented in plenary:
- The Report of the Current Chairman of the Council of Ministers of LCBC, Engr. Suleiman H. Adamu, FNSE, FAEng. Honourable Minister of Water Resources, First Commissioner of Nigeria to LCBC,
- The Report of the Special Envoy of the Summit to Chad, H.E. BABA GANA KINGIBE,
During the closed session, the Heads of State and Government deliberated on the following:
- The Report of the Council of Ministers of Defence of Troop Contributing Countries and Benin,
- Renewal of the mandate of Amb. MAMMAN NUHU, as Executive Secretary of the Lake Chad Basin Commission for four years with effect from 15 March 2022,
- Election of a new Chairman of the Summit of Heads of State and Government,
- Date and venue of the next Summit.
At the end of deliberations, the Heads of State and Government hereby decided as follows:
- Agreed to clear outstanding contribution arrears and regularly, and timely pay their annual contributions to the budget of LCBC,
- Endorsed the revised Lake Chad Basin Strategic Action Programme (SAP) and directed the LCBC Executive Secretary to pursue advocacy with technical and financial partners, such as the African Development Bank, lead donor of LCBC, to support the implementation of the SAP and organise a Donor Round Table to fund the SAP,
- Accepted to conduct high-level advocacy with key stakeholders for ownership of the Pan-African project of the Inter-Basin Water Transfer Project and launch an appeal to LCBC partners to support the funding of phase I relating to the improvement of the hydraulic capacity of the Chari and Logone rivers and development of Lake Chad,
- Endorsed the renewal of the mandate of Amb. MAMMAN NUHU, as Executive Secretary of the Lake Chad Basin Commission for four (4) years, with effect from 15 March 2022,
Elected as new Chairman of the Summit of Heads of State and Government of LCBC, H.E. H.E. MAHAMAT IDRISS DEBY ITNO, President of the Transition of Chad,
- The next Summit of Heads of State and Government will be held in one of the Member States.
The Heads of State and Government commended Commissioners for their report’s quality, relevance, and clarity. They congratulated the Executive Secretary for the sustained growth of the Organisation since the beginning of his mandate.
The Heads of State and Government commended the achievements recorded in the fight against Boko Haram and urged the Multinational Joint Task Force to sustain its commitment to eradicating the terrorist sect.
The Heads of State and Government expressed gratitude to Development Partners for their constant support of LCBC.
At the end of deliberations, which took place in a brotherly, warm, and friendly atmosphere, the Heads of State and Government asked H.E. MUHAMMAD BUHARI, President of the Republic of Nigeria, Commander-in-Chief of the Armed Forces to convey to the People of Nigeria their highest consideration and express their profound gratitude for the warm welcome and legendary African hospitality extended to them and their delegations.
