Regional Workshop on Community-Based Reconciliation andReintegration Opens in Abuja

Abuja, Nigeria – October 15, 2025 — A regional training workshop on Community-Based Reconciliation and Reintegration (CBRR) has officially opened in Abuja, bringing together key stakeholders (national institutions in charge ofDDR, governor’s offices affected by the Boko Haram crisis, civil society organizations, international partners) involved in the process of reconciliation and reintegration in the Lake Chad Basin Region. The objective is to strengthencapacity and harmonize understanding of the newly endorsed Community-Based Reconciliation and Reintegration (CBRR) Policy. Organized by the Lake Chad Basin Commission (LCBC) in collaboration with the United Nations Development Programme (UNDP) and the Folke Bernadotte Academy (FBA) – the Swedish government agency for peace, security anddevelopment, the three-day workshop marks a significant step in advancing inclusive peacebuilding and recovery efforts in communities affected by the Boko Haram crisis.The CBRR Policy, adopted by LCBC member states in February 2025, is a cornerstone of the adjusted Regional Strategy for Stabilization, Recovery and Resilience of Boko Haram affected areas in the Lake Chad Basin (RS SRR 2.0). Itplaces communities at the heart of reconciliation and reintegration processes, promoting inclusive governance through the establishment of community committees and Territorial Action Plans. In his opening remarks, Ambassador Mamman Nuhu, Executive Secretary of the LCBC, emphasized the importance of the workshop in addressing the human dimension of the crisis: “This workshop is not just a technical gathering—it is a platform for dialogue, reflection, and action. By strengthening our collective capacity to implement the CBRR Policy, we are laying the foundation for reconciliation processes rooted in community realities and aspirations.”The workshop agenda includes sessions focusing on linkages between RS SRR 2.0 and the CBRR Policy, conflict-sensitive and gender-responsive analysis, joint assessments, governance arrangements, and the development of Territorial Action Plans (TAPs). These components are designed to ensure that reconciliation efforts are inclusive, locally driven, and sustainable. Speaking on behalf of the United Nations Development Programme, the Deputy Resident Representative of UNDP Nigeria, Blessed Chirimuta highlighted UNDP’s long-standing support for the LCBC and its stabilization efforts: “The CBRR Policy emphasizes locally driven peacebuilding. UNDP is proud to support this process, which empowers communities to lead reconciliation efforts and ensures that interventions are aligned with their needs and aspirations.” The Folke Bernadotte Academy (FBA), representing the Swedish government, is continuing to strengthen its operational collaboration with the LCBC through this workshop. Mimmi Söderberg Kovacs, Senior Advisor on Peace Processes and Armed Groups at FBA, shared: “We believe in the power of inclusive dialogue and community engagement. This workshop is an opportunity to build capacity, share experiences, and foster regional solidarity for a safer and more resilient Lake Chad Basin.” The workshop is expected to result in strengthened partnerships, enhanced technical capacity, and a shared roadmap for implementing the CBRR Policy across the region. LCBC Holds Extraordinary Session of the Council of Ministers Virtually  N’Djamena, 12 September 2025 — The Lake Chad Basin Commission (LCBC) convened an Extraordinary Session of its Council of Ministers on Friday, 12 September 2025. Held virtually, the session brought together Commissioners from Member States to deliberate on critical institutional matters, particularly the finalization of the recruitment process for vacant positions within the Commission.  Opening Ceremony  The session commenced with welcome remarks by Ambassador Mamman Nuhu, Executive Secretary of LCBC and Head of Mission of the Multinational Joint Task Force (MNJTF). He was followed by opening remarks from His Excellency Mr. Keda Ballah Minister of Agricultural Production and Processing, 2nd Commission of the Republic of Chad to LCBC and also represented the current Chairman of the Council of Ministers.  Key Deliberations  The working sessions focused on the presentation and adoption of the Consultant’s Report on recruitment, which had reviewed over 3,782 applications for 18 vacant positions. The report, prepared by the independent firm COSEF, recommended 17 candidates for approval. The Council discussed concerns regarding equitable representation among Member States and commended the transparency and rigor of the recruitment process.  Adopted Resolution  Following deliberations, the Council adopted Resolutions, officially approving the recruitment exercise and directed the Executive Secretariat to ensure the prompt onboarding of the selected candidates. In case of withdrawal by any candidate, the Secretariat is authorized to select the next candidate on the list, maintaining national representation balance.  Closing Ceremony  The session concluded with the reading of the final communiqué, a vote of thanks, and closing remarks by the Chairman. The Executive Secretary expressed gratitude to all participants for their active engagement despite the virtual format and announced that the 71st Ordinary Session of the Council of Ministers will be held on 28 November 2025 in the Central African Republic.

It is with deep sorrow that I received the news of the passing of His Ex Condolence Message on the Passing of H.E. On behalf of the Lake Chad Basin Commission (LCBC) and the Multinational Joint Task Force (MNJTF), I extend our heartfelt condolences to the Government and people of the Federal Republic of Nigeria and to the family of the deceased over this profound and irreparable loss.  President Buhari will be forever remembered for his steadfast commitment to regional integration, security, and development. His leadership and unwavering support played an instrumental role in revitalizing the Multinational Joint Task Force and in strengthening regional cooperation in the fight against Boko Haram and other terrorist groups threatening the peace and livelihoods of the people of the Lake Chad Basin.  He was a statesman whose legacy will endure not only within Nigeria but across the region – through his contributions to peacebuilding, his advocacy for the revitalization of Lake Chad, and his passionate call for international solidarity with the people of the Basin.  At this time of mourning, we join the Government and people of Nigeria in paying tribute to a distinguished leader and in praying that Almighty Allah (SWT) forgive his shortcomings, accept his good deeds, and grant him an easy passage to Aljannatul Firdausi.  e-Signed  Amb. Strengthening Regional Resilience: LCBC Co-Chairs 2025 Nexus Funding Facility Board Meeting

Photo credit: Fajong Joseph.  On June 4, 2025, in N’Djamena, Chad, the Executive Secretary of the Lake Chad Basin Commission (LCBC), and the Resident Coordinator of the United Nations for Chad, co-chaired the 1st Regional Board Meeting of the Nexus Funding Facility (NFF) for the Lake Chad Basin. The meeting was an opportunity for NFF Board members to discuss the funding allocation process and  the national nexus priorities, get an update on the humanitarian and security situation in the region, and strengthen coordinated responses to the complex and interlinked challenges facing the Lake Chad Basin.  The meeting brough together participants from LCBC, UNHCR, UNDP, Danish Refugee Council (DRC), LCBC CSO platform representative, UN Resident Coordinators for four affected countries, MNJTF, UN Peace and Development Advisers, amongst others.

LCBC and AfDB Sign an Agreement to Restore the Ecological and Economic Functions of the Lake Chad Basin 

LCBC and AfDB Sign an Agreement to Restore the Ecological and Economic Functions of the Lake Chad Basin  N’Djamena, 20 March 2025 – The Lake Chad Basin Commission (LCBC) and the African Development Bank (AfDB) Group officially signed, on Thursday, 20th March 2025, the Financing Agreement for the Technical Support Project for the Restoration of the Ecological and Economic Functions of the Lake Chad Basin (PARFEBALT). This ceremony, held at the LCBC headquarters in N’Djamena, marks a crucial step in the fight against environmental degradation and in strengthening the resilience of local communities.  Hosted by the Executive Secretary of the LCBC and Head of Mission of the Multinational Joint Task Force (MNJTF), Ambassador Mamman Nuhu, the event brought together high-ranking officials, including the Minister of Water and Energy, Chairman of the Council of Ministers of the LCBC and First Commissioner of Chad to the LCBC, Mr PASSALE KANABE Marcelin, the Country Manager of the Africa Development Bank Group, Mr Claude Nkodia, and the Governor of the Africa Development for the Republic of Chad represented by Minister delegate to the Minister of Finance in charge of the Economy, Planning and International Cooperation, Mme Fatima Haram Acyl.   With total funding of 7.8 million Units of Account (UA), including 7 million UA provided by the AfDB through the African Development Fund (ADF) and the Transition Support Facility (TSF), as well as an 800,000 UA contribution from the LCBC, the PARFEBALT project focuses on three main intervention areas: conducting preparatory studies for the revitalisation of Lake Chad, including socio-economic, environmental, and climate assessments, strengthening knowledge of water resources through the development of a hydrometeorological and hydrogeological monitoring system and enhancing the institutional capacities of the LCBC and its Member States to ensure integrated and sustainable water resource management.  After official remarks, the LCBC and the AfDB proceeded with the signing of the Financing Agreement, followed by an exchange of folders symbolising the mutual commitment of the two institutions.  The ceremony ended with a group photo and a cocktail reception, providing participants with the opportunity to discuss the next steps for the project’s implementation.   This signing represents significant progress in the fight against the degradation of the Lake Chad ecosystem and further demonstrates the importance of the partnership between the LCBC and the AfDB for sustainable regional development.  With the launch of PARFEBALT, the populations of the Lake Chad Basin can look forward to improved water resource management and better living conditions. This project fully aligns with the vision of a more resilient, prosperous, and ecologically restored region.
